JPC to Finalize Report on Contentious Constitutional Amendment Bill

The panel examining a bill on removing office-holders under prolonged judicial custody is expected to retain its most debated clause.

A Joint Parliamentary Committee examining the Constitution (130th Amendment) Bill is scheduled to meet on July 17 to finalize its report ahead of the Monsoon Session. The bill’s central and most debated provision would mandate the automatic removal of a Prime Minister, Chief Minister, or minister from office if they remain in judicial custody for 30 consecutive days in cases involving serious offences.

Supporters of the bill argue it would strengthen accountability in public office by ensuring leaders facing serious criminal allegations cannot continue governing indefinitely from custody. Opposition parties have countered that the provision could be misused to destabilise elected governments through politically motivated arrests and investigations. Sources indicate the committee’s report is expected to retain the core clause while adding safeguards intended to prevent the provision from being used for political vendetta.
